从贸易战到新冠肺炎疫情,美国宣布对华"接触政策"失败,开始推行"脱钩""新冷战",其直接原因在于中国崛起打破了美国神话,挑战了美国霸权。美国国内的四类群体"商人""军人""传教士"和"律师"深刻影响着美国外交决策,四类群体在人员构成上相互交错,其关于中国崛起后的"已知"与"未知"深刻地影响着美国对华政策。美国对华认知出现偏差的根源在于对百年未有之大变局的不适和对所谓"中美权力转移"的担忧。疫情的暴发放大了美国对中国的偏见。如何避免心理脱钩成为事实脱钩,避免新冷战变成自我实现的预言,成为对美公共外交的重大而紧迫的课题。百年未有之大变局下的对美公共外交使命在于消除美国错误的对华认知,促进中美民心相通,维持中美和平共处的大势,在"认识""认同"和"认可"原则指导下开展对美公共外交,做到中美"共通""共鸣""共振""共情",讲清楚中国共产党的执政理念、中国崛起的逻辑、中美合作的担当、中美不合作的后果以及人类命运共同体的内涵。
Abstract：Trump administration of the United States announced the failure of its engagement policy towards China, and seeks “decoupling ” and “new cold war ” with China. China's rise has broken American myth and undermined American hegemony. The four groups of “businessmen”, “soldiers”, “missionaries”and “lawyers”in the United States constitute four forces that shape American foreign policy-making. The four groups are interlaced in terms of personnel composition, their “knowns ” and “unknowns ” about China's rise has profoundly influenced the US policy on China. The root of American wrong cognition lies in the maladjustment to changes unseen in a century and the worry about the so-called power transfer between China and the United States. Wrong cognition leads to wrong behavior. Avoiding that the psychological decoupling becomes factual decoupling and the new Cold War becomes self-fulfilling prophesy has been the urgent challenge for China's public diplomacy towards American. The mission of public diplomacy to the U. S. under changes unseen in a century is to reconstruct the America view,China view and world outlook of the United States,realize the people to people bonds between China and the U. S.,and maintain the general trend of peaceful coexistence between China and the U. S. China should seize the opportunity of Biden administration's new thinking of governance and the promise of returning to multilateralism. China's public diplomacy towards the U. S. should clearly explain the ruling philosophy of the Communist Party of China, the logic of China's rise, the responsibility of Sino-U. S. cooperation, the consequences of non-cooperation and the connotation of a community with a shared future for mankind under the principle of “know,acknowledge,and approval”.
